My intentions are: Rule 1, The orifice "UnderdrainPipe" starts as closed and is always closed for the entire simulation, and Rule 2 If the depth in GravelSU storage unit node rises to 0.6ft or greater, another Orifice Backtosoil is supposed to open and convey water.
SWMM is not responding to my intentions. What is wrong with my code?

Hello Robert Dickinson, I contacted you about 2 months ago about my attempt to model a biocell using SWMM’s conventional elements. I would like to control the opening and closing of an underdrain pipe using SWMM’s control Rules depending on rise of water in the soil layer.
I would like to have connectivity of water in the layers; when water in the gravel layer modeled as GravelSU rises to a certain depth (0.6ft) I would like it to flow back to the soil layer and if water in the soil layer (SoilSU) rises to another specified depth in the SoilSU, I would also like it to flow back to the ponded layer. Please see attached my model with 0.5in SCS type II 24 hr storm.

The limit of the depth in the GravelSU should be 0.6ft, Figure 1 shows a depth of up to 20ft. I may not have thought it through well, but I think this is because the water is too much to be conveyed by the Backtosoil orifice. I plan to use a pump (instead of an orifice) to pump back water to the SoilLayer. Similarly, in my model, I changed the Backtosoil orifice to a pump but there is still flooding at the GravelSU

Can you look at the attached model - it sees to do what you want. Maybe you have other rules for your orifices that are causing model confusion? Are you using SWMM 5.1.012?

Priorities only matter if rules conflict with one another. In your example, the priorities have no effect.
It answered part of my question;
I would like to know why SWMM is not responding to my control rules given that the priority of the individual rules does not affect.
One user (on another forum for SWMM users) advised that priorities do not affect because my rules do not act simultaneously, I believe Rule 2 is always acting while Rule 1 is happening (thus my belief of the rules acting simultaneously). I can see the orifice setting is changed to 1 (opening) when the depth is reached, but the orifice does not convey water – reason for wondering why SWMM is not responding to this setting.

From Figure 1, I see a response (setting = 1) when GravelSU depth is 0.6ft, but there is no conveyance by the orifice.
Additionally, I expect the opened status to remain 1 for the rest of the simulation time since depth is always greater than 0.6ft.
