That means for each year event, I will need to creat a separate file. Say for 1y1h,1y24h,then 100y1h......can I ignore the gauge station ID and date, just input as 05 1.25 10 1.3 15 1.35
No, you cannot ignore the ID but just call it 100yr, 10yr etc for each file, yes you need a different file for each return period but you can also make a time series of rainfall and use the time series with the Rain Gage

Here is an example of the format for a SWMM 5 User Defined Input file, it is at one hour intervals

You can model the ditch retention using a trapezoid or open channel, another idea would be a LID for the LID with the Ditch a Swale
Steps are to make the User Defined File for SWMM 5, Make a Rain Gage Object, use the file you just created and then use 0:05 as the interval.
